Despite their high activity and potential, women in Ukraine still face systemic barriers:

Limited access to finance, low participation in public procurement, and insufficient practical knowledge of financial tools and digital solutions.

Women represent almost 60% of internally displaced persons, 37% of the economically active rural population, and over 70 000 are currently serving in the Armed Forces of Ukraine.

Their economic inclusion, entrepreneurial activity, and access to resources are essential for a fair and effective recovery of Ukraine.

About FinanceHER

FinanceHER is a national initiative to build an ecosystem that makes it easier for women entrepreneurs to access finance throughout Ukraine’s recovery. FinanceHER brings together banks, financial institutions, public authorities, embassies, international organizations, donors, and platforms that support women entrepreneurs.

The FinanceHER Memorandum is built on three pillars - digital, financial, and entrepreneurial literacy - all aimed at improving access to finance

Digital Literacy

FinanceHER helps women entrepreneurs master modern digital tools essential for running a business, accessing financial services, and participating in online procurement. The initiative supports the development of skills in working with digital platforms, analytical systems, electronic payments, and reporting tools - empowering every woman entrepreneur to effectively scale her business in the digital environment.

Financial Literacy

Our goal is to strengthen women’s financial capacity - from understanding credit products and risk management to investment planning and participation in recovery financing programs. FinanceHER promotes a culture of informed financial decision-making, enabling entrepreneurs to make sound choices, enhance business resilience, and access resources more effectively.

Entrepreneurial Literacy

This pillar focuses on developing managerial, strategic, and innovative competencies among women entrepreneurs.FinanceHER creates opportunities for training, mentorship, and peer learning - empowering women to compete confidently, engage in public and corporate procurement, build partnerships, and become drivers of economic recovery in their communities and across Ukraine.
